Which hardware in the list has the same horsepower like Raspi 5? And must be ARM64 based because of power usage.

Check out the “shift install” with the Pi 5. To install a “Raspberry Pi OS Lite 64 bit”
Once you got the base OS installed you can run the install command for Freedombox.
DEBIAN_FRONTEND=noninteractive apt install freedombox

One device based on intel was reported in New, powerful FreedomBox hardware available for purchase! - #12 by Sunil to consume 10 W. I have a PC with a i7-10710U CPU with one NVE disk and one SSD running as a server, it consumes around 12 W.
That would need to be compared with the raspi5 with some disk (it consumes more power than the raspi5 alone).
It looks like it is “fairly close” to being supported in Debian:
