I think FreedomBox as a project intends to target both high-risk and low-risk users, though low-risks users appear to be a majority (but we can’t be certain about this).
I think this is one way of classifying our target users. There was a user persona exercise done earlier (not with the whole team), but this didn’t include a high risk user persona. Maybe we can build such a persona using the details provided in the above paper.
This will have some implications on design and the features we decide to include.
